The Collegium Prometricum Coalition comprises universities, research institutions and other  institutions working in the healthcare sector. We are united by our interest in developing quality  management in the healthcare system. We carry out research and development work on methods and techniques of management in healthcare. We create and disseminate educational programmes  for managers, officials, and staff in the health sector.

Collegium Prometricum Manifesto

We, the undersigned, RECOGNISE the healthcare system as an important element of social and economic life, ACKNOWLEDGE the importance of quality governance for the rational use of limited financial and human resources, while OBSERVING the efforts of governments and regulators to address demographic challenges, environmental and epidemic threats, NOTE the opportunities arising from the development of medical and digital technologies and the spread of evidence-based medicine and evidence-based healthcare, and RECOGNISE that by drawing on each other's experiences in the countries of the European Union, whose diversity and similar values provide the foundation for innovative and creative solutions, we are better able to use and develop our common scientific, organisational and civilisational acquis to enhance the accessibility, efficiency, and resilience of healthcare systems,

and thus, declare as follows:

1. We aim to support the development of management methods and tools in the healthcare system in order to fully utilise their potential as a way to improve the efficiency, quality and accessibility of healthcare services and to improve the working conditions of healthcare professionals;

2. We plan to take action to promote best management practices and to make stakeholders aware of the impact of good management on the results achieved within healthcare systems;

3. We endeavour to create a platform for the exchange of experiences and a joint representation of stakeholders involved in the European healthcare system and management education, who will partner with institutions relevant to the development and implementation of effective management methods in healthcare.

We carry out research and development work on methods and techniques of management in healthcare. We create and disseminate educational programmes for managers, officials, and staff in the health sector.

 

AREAS OF ACTIVITY

The main areas of activity of the Collegium Prometricum:

1. Scientific research related to the development of management methods and techniques in healthcare, including in particular interdisciplinary and international research, as required by the complex and universal nature of research problems in this area;

2. The provision of training and postgraduate studies, including MBA (Master of Business Administration) programmes and the development of educational curricula to meet the changing needs of the health sector;

3. Organising international exchange of knowledge and experience, including the organisation of study missions, exchanges, and internships for managers and students.

Rules of Procedure of the Coalition of European Business Schools and Schools  of Public Health and Health Institutions and Organisations Collegium  Prometricum (“Rules of Procedure”) 

  1. GENERAL PROVISIONS  

1.1. The Rules of Procedure set out the basic operating principles of the Coalition of European  Business Schools and Schools of Public Health and Health Institutions and Organisations Collegium  Prometricum (hereinafter referred to as “the Coalition”), including in particular the rules for  joining the Coalition, the rules for membership, and the rules for the operation of the Coalition.  

1.2. The Coalition is established and operates as a voluntary agreement of its constituent  members.  

1.3. Members of the Coalition pledge to act together in accordance with the goals and values  defined in the Coalition Manifesto. The text of the Coalition Manifesto is attached as Annex 1 to  the Rules of Procedure.  

1.4. Activities of the Coalition are coordinated by Prometriq Management Academy in Sopot  (year of establishment 1998):

(hereinafter referred to as “Coalition Leader”). 

1.5. Coalition Leader is the controller of the personal data of Coalition members, and of persons  acting on their behalf and for their benefit. A model of the information obligation clause is  attached as Annex 3 to the Rules of Procedure.  

1.6. The domain www.Prometricum.eu is the official website dedicated to the Coalition.  

  1. JOINING THE COALITION  

2.1. The Coalition remains open to all actors willing to actively support the activities identified in  the Coalition Manifesto.  

2.2. The Coalition may be joined by public and non-public universities, health institutions,  organisations bringing together entities operating in the health market, other legal entities and  individuals, in particular individuals with expertise in healthcare and management.  

2.3. The Coalition is composed of core members and supporting members. 

2.4. Submitting a declaration of intent to join the Coalition indicating the type of membership  sought by the entity (Annex No. 2) signifying acceptance of these Rules of Procedure and the  Coalition’s Manifesto (Annex No. 1) is the condition for joining the Coalition. The declaration of  intent referred to in the sentence above should be submitted in written, electronic or documentary 

form to the following e-mail address: collegium@prometricum.eu, by a person (or persons) duly  authorised to represent the requesting entity. 

2.5. The Coalition Leader may refuse an applicant to join the Coalition if the applicant entity’s  activity profile does not correspond to the Coalition’s scope of activities or is incompatible with  the goal of the Coalition, or if there are reasonable grounds indicating that the applicant entity’s  gaining membership status may have a negative impact on the reputation of the Coalition.  

2.6. The status of a core member of the Coalition can be obtained by an entity that has been  recommended by at least 2 core members of the Coalition and the Coalition Leader and has  indicated in the declaration of intent to join the type of membership it is applying for (Annex 2).  By definition, the core members of the Coalition are public and private universities and research  institutions.  

2.7. Joining the Coalition takes place after receiving an electronic confirmation from the  Coalition Leader on acceptance as a member of the Coalition.  

2.8. Information on acceptance as a Coalition member may be made public, in particular on the  Coalition’s website and on the Coalition's official social media profiles.  

  1. MEMBERSHIP RULES  

3.1. Membership of the Coalition shall not oblige the payment of any dues, including in  particular membership fees.  

3.2. Each member of the Coalition may and should take an active part in meetings and events  organised by the Coalition as well as in undertakings conducted by the Coalition and act in  support of the Coalition’s goals. A member of the Coalition should act in an ethical and  transparent manner with respect for good manners, legal regulations, caring for the good name  of the Coalition and its members.  

3.3. A core member of the Coalition shall be entitled to:  

  1. use the title of the core member in public and to use word and graphic designations in  accordance with point 7 of the Rules of Procedure;  
  2. obtain information addressed to the core members in a separate e-mail to an e-mailing group;  
  3. formulate remarks and comments on all Coalition Positions and to vote on the Positions in  accordance with point 10 of the Rules of Procedure;  
  4. make proposals and motions regarding the operation of the Coalition; 
  5. preferentially participate in events and meetings, including with key stakeholders of the  Coalition according to the rules set out by the Coalition Leader;  
  6. propose Projects and contribute financially or substantially to the implementation of Projects  referred to in point 5 of the Rules of Procedure, according to the principles indicated by the  Coalition Leader;  
  7. initiate the work of the working groups indicated in point 12 of the Rules of Procedure and  participate in the working groups according to the rules established by the Coalition Leader, in  particular in the Rules of Procedure of the working groups; 

  1. undertake other activities resulting from the Rules of Procedure  

3.4. A supporting member of the Coalition shall be entitled to:  

  1. use the title of the supporting member in public and to use word and graphic designations in  accordance with point 7 of the Rules of Procedure;  
  2. obtain information addressed to the supporting members in a separate e-mail to an e-mailing  group;  
  3. formulate comments and remarks on the Coalition’s positions presented for wider  consultations by the Coalition Leader;  
  4. participate in events and meetings organised by the Coalition, according to the principles set  out by the Coalition Leader;  
  5. financially or substantially contribute to the implementation of the Projects indicated in point  5 of the Rules of Procedure, according to the principles set out by the Coalition Leader or Project  originator in agreement with the Coalition Leader;  
  6. participate in the working groups indicated in point 12 of the Rules of Procedure, according to  the principles specified by the Coalition Leader or the originator of the Project in agreement with  the Coalition Leader, in particular in the Rules of Procedure of the working groups;  
  7. undertake other activities resulting from the Rules of Procedure.  

3.5. A Coalition member may resign from membership at any time by submitting a membership  resignation letter to the Coalition Leader at collegium@prometricum.eu, which should specify  the date, i.e. the day of resignation from the Coalition membership.  

3.6. The Coalition Leader is obliged, within 14 days of the resignation of a Coalition member, to  remove the member’s information from the Coalition’s website and the Coalition’s official social  media profiles, unless the removal, in particular for technical reasons, is not possible.  

3.7. A Coalition member who violates the Rules of Procedure may be excluded from the Coalition  by the Coalition Leader. 

  1. COALITION LEADER  

4.1. The Coalition Leader is obliged to perform his/her duties with utmost due diligence,  respecting all Coalition members and their interests, acting in accordance with generally  applicable laws, promoting ethical conduct among Coalition members, caring for the good name  of the Coalition and its members. The Coalition Leader shall carry out, in particular, the following  activities:  

  1. promote the goal of the Coalition and actively participate in its implementation;  b. determine the directions of activity and development of the Coalition;  
  2. propose initiatives that are consistent with the Coalition’s goal; 
  3. negotiate, conclude and terminate agreements with Coalition stakeholders; 

  1. stimulate Coalition activity, including maintaining the Coalition website, organising and  chairing Coalition member meetings and gatherings, conferences, and symposia on behalf of and  for the Coalition;  
  2. ensure consistency in the work of the Coalition, in particular in relation to the implementation  of Projects and the issuance of Positions; 
  3. convene meetings of the Coalition;  
  4. establish the content of the Rules of Procedure, and the rules of procedure of the working  groups;  
  5. disseminate the application of good practices in the field of artificial intelligence in the medical  sector; 
  6. undertake cooperation with Polish and foreign institutions and organisations operating in the  field consistent with the Coalition’s goal;  
  7. verify applications of potential Coalition members; l. maintain a register of Coalition members.  

4.2. The Coalition Leader shall be entitled to extend honorary patronage of the Coalition to a  specific undertaking or event, provided that it is in line with the goal of the Coalition. The  Coalition Leader shall inform the core members of the Coalition of the intention to extend  patronage at least 3 (three) days before the date of the patronage, together with a justification.  If objections are raised by at least two core members of the Coalition within 3 (three) days, the  Coalition Leader shall immediately order a vote on the matter. For the vote on patronage, the  provisions on the adoption of Positions shall apply accordingly.  

  1. PROJECT IMPLEMENTATION  

5.1 The Coalition may implement projects that are consistent with the goal of the Coalition but  beyond the day-to-day operation of the Coalition (“Project”). The Leader shall inform the core  members of the intention to implement a Project at least 7 days prior to the date of  commencement of the Project, together with the justification. If at least two core members of  the Coalition object within 7 days, the Coalition Leader shall immediately order a vote on the  matter. For voting on the Project, the provisions on the adoption of Positions shall apply  accordingly.  

5.2 The Coalition envisages, among other things, the implementation of the following projects: 

5.2.3. Performing scientific research, in particular concerning the development of  managerial competencies in health care, including in the following areas: digital  competencies, process approach, measurement of services value, performance  measures. 

5.2.1. Organisation of postgraduate MBA studies in health care 

5.2.2. Organisation of study tours for health care managers and experts to academic and  industry centres in Europe and worldwide

  1. PROJECT FUNDING  

Projects implemented by the Coalition may involve the collection of voluntary contributions  from members. Members who pay a contribution may be entitled to additional Project benefits.  

  1. DISTINCTIVE SIGNS  

7.1. Members of the Coalition shall be entitled to use the signage (verbal, verbal-graphic, graphic  – Annex No. 3 “Book of Signs”) of the Coalition only to inform about their membership in the  Coalition and their form of membership. The use of the Coalition’s graphic signage in other  respects shall require each time the consent of the Coalition Leader, at least in documentary  form.  

7.2. The Coalition Leader may use the designation (verbal, verbal-graphic, graphic) identifying  the Coalition member, on the Coalition's website and on the Coalition’s official social media  profiles in the sections concerning Coalition members, unless the member presents other terms  of use of the designation to the Coalition Leader. The use of the signage (verbal, verbal/graphic,  graphic) identifying the Coalition member in other respects requires permission under the terms  specified by the member.  

  1. COMMUNICATION  

All correspondence, including any questions about the Coalition’s activities, should be addressed  to the following email address: collegium@prometricum.eu or at telephone number:  +48 698 101 798. 

  1. CONVENING OF MEETINGS AND COALITION POSITIONS – VOTE  

9.1. The Coalition may present positions, opinions, recommendations or good practices on issues  related to its area of work (“Positions”).  

9.2. The direction and content of the Positions are decided:  

9.2.1 at Coalition meetings convened by the Coalition Leader, including remotely or  

9.2.2 by circulation in the form of a resolution, in a public vote, if all core members have  been duly invited or informed by sending information to the e-mail address for  correspondence.  

9.3. Only the core members of the Coalition and the Coalition Leader shall participate in the  meetings of the Coalition to establish the Position. Meetings may be held in person or by means  of direct remote communication. Each member of the Coalition and the Coalition Leader shall  have one vote. Resolutions shall be passed by a simple majority of votes cast. In the event of an  equal number of votes “for” and “against” in the adoption of a resolution, the Coalition Leader  shall have the prevailing vote.  

9.4. Meetings of the Coalition on the establishment of a Position shall be convened by prior  notice sent electronically to the e-mail address of the Coalition Lead Member’s contact, stating  the day, time, place (exact address), agenda, at least seven days before the meeting. In cases of  urgency where the interests of the Coalition warrant it, the notice referred to in the preceding  sentence may be given, subject to the form requirements, at least one day before the meeting.  Prior to the Meeting, the Coalition Leader sends a proposal for the Position. 

9.5. The Coalition Leader may order the adoption of resolutions by circulation, in particular by  means of direct remote communication without the need to convene a Meeting, with the  provisions of clauses 10.3 and 10.4 applying accordingly.  

9.6. Adoption of resolutions by means of direct remote communication shall take place as  ordered by the Coalition Leader:  

9.6.1 at a Meeting: using a telephone or any other telecommunications device that allows all  core members to hear each other or otherwise communicate their statements. Failure of a  core member to participate by teleconference shall be deemed to be a waiver; or  

9.6.2. by circulation: by circulating the draft resolutions to the e-mail address of the core  members of the Coalition and setting a deadline for casting a vote by sending the relevant e mail to the e-mail address of the Coalition Leader. Failure to cast a vote in the above  manner by the deadline set in the Coalition Leader’s order shall mean non-participation  in the vote.  

9.7. The Coalition Meeting on establishing the Position and other meetings of the Coalition may  be held without formal convening provided that all core members of the Coalition and the  Coalition Leader agree to the meeting and the proposed agenda.  

9.8. Minutes of Coalition meetings shall be prepared in written form including the content of the  resolutions adopted. The minutes of the Coalition meetings shall be kept by the Coalition Leader.  

9.9. Meetings of the Coalition on establishing the Position and on other issues are convened by the Coalition Leader as the current needs arise from the Coalition’s activities.  

  1. REPRESENTATION OF THE COALITION  

10.1. The Coalition Leader shall be entitled to make statements on behalf of the Coalition and to  represent the Coalition.  

10.2. The Coalition Leader may authorise one of the Coalition members or a third party to  represent the Coalition. Authorisation to represent the Coalition requires a power of attorney in  writing.  

  1. WORKING GROUPS  

11.1. Depending on the needs, the Coalition Leader, on his/her own initiative or on the initiative  of at least 3 core members of the Coalition, may decide to set up working groups to carry out  specific projects or tasks relevant to the Coalition’s goals and means of achieving them.  

11.2. The Coalition Leader shall coordinate the work of the working groups and may establish  the rules and regulations of the working groups in agreement with the originators of the working  groups.  

  1. FINAL PROVISIONS  

12.1. In the event of a change to the Rules of Procedure, the Coalition Leader shall send the new  version at least 14 days before the Rules of Procedure take effect to the e-mail address of the  members indicated for contact, together with the reasons for the changes. If at least two core  members of the Coalition object within 7 days, the Coalition Leader shall immediately order a 

vote on the matter. For voting on amendments to the Rules of Procedure, the provisions on the  adoption of Positions shall apply accordingly.  

12.2. In the event of non-acceptance of the amended Rules of Procedure, a member of the  Coalition may resign his/her membership with immediate effect by sending the relevant  information to the e-mail address collegium@prometricum.eu.  

12.3. Where amendments to the Rules of Procedure are of a technical or editorial nature, it shall  not be necessary to observe the minimum period of 14 days referred to in the preceding  paragraph.  

12.4. The Annexes form an integral part of the Rules of Procedure.

  3. Your personal data is processed by the Data Controller in relation to your wish to join the  Coalition, of which the Data Controller is the Leader.  
  4. Providing your data is voluntary, however, failure to do so will make it impossible for you to  participate in the Coalition.  
  5. The scope of your personal data processed by the Administrator includes: name, e-mail address,  title of the position or function held, professional experience relevant to the achievement of the  objectives of the Coalition.  
  6. Your personal data will be processed for the performance of the contract if you are a member of  the Coalition, which is constituted by the Rules of Procedure of the Coalition (Article 6(1)(b) GDPR);  
  7. If you are a representative of a Coalition member, the legitimate interest of the Data Controller  (Art. 6(1)(f) GDPR) shall be the legal basis for the processing – the legitimate interest of enabling the  Data Controller to efficiently perform the contract for the operation of the Coalition on an ongoing  basis, and the Data Controller has received the personal data from the entity you represent.  
  8. Your personal data may be transferred to providers of IT systems and services and to entities  providing the Data Controller with services necessary for the performance of the contract for the  operation of the Coalition in accordance with the Rules of Procedure (e.g. external consultants,  external accountant).  
  9. Your personal data will be processed for the duration of your activity within the Coalition, this  period may be extended by the time necessary to establish, assert or defend against contractual  claims.  
  10. You have the right of access to your data and the right to request rectification, erasure or  restriction of processing, the right to object to processing, and the right to data portability.  
  11. You also have the right to lodge a complaint with the data protection supervisory authority in the  Member State of your habitual residence, place of work or place of the alleged infringement.  
  12. Your data will not be transferred to a third country.
Collegium Prometricum Advisory Board

The Advisory Board consists of key opinion leaders in the healthcare sector, whose guidance is crucial  for the coalition’s development and achievement of its goals. Advisory Board members have access  to all key information about the coalition’s activities and can provide Coalition Leader with their  opinions in any form and mode they find appropriate. Advisory Board members are invited to the  annual meeting accompanying the European MBA in Healthcare graduation ceremony.

Collegium Prometricum Program Council

The Program Council consists of representatives of universities cooperating within Collegium  Prometricum, national health authorities and international healthcare organizations and professional  associations. Members of the Program Council are delegated by cooperating institutions. 

The purpose of the Program Council is to enable members of the coalition to influence the Collegium  Prometricum strategy and in particular, the scope and shape of the programme content important  for the development of key managerial competences in healthcare sector. 

The Council meets once a year remotely, approximately two months before the launch of each  subsequent edition of the European MBA in Healthcare. The meeting of the Council is preceded by  the submission of the Management Board’s report and proposals developed by the Advisory Board.
